The ECDS is being conducted by the National Center for Science and Engineering Statistics (NCSES) in the National Science Foundation (NSF). The NCSES was established through the America COMPETES Reauthorization Act of 2010 (section 505) to collect, interpret, analyze, and disseminate objective data on the science and engineering enterprise in the United States. The ECDS is being conducted as part of this mandate. The ECDS is co-sponsored by the National Institutes of Health (NIH).

The OMB control number for this collection is 3145-0235 (Exp. 9/30/2019).
